The City of Redlands actively provides fire protection and emergency medical, water, sewer, police, parks and recreation, library, airport, and cemetery services. In 2003, the County and City approved Agreement No. 03-0856 related to the apportionment of Sales and Use Tax revenue for the provision of law enforcement, fire protection, water, and sewer services by the City within the unincorporated area commonly known as the “Donut Hole”. The City operates with governmental funds and reports three major business-type funds: water, disposal (refuse) and sewer. Redevelopment activities have been removed for all years to normalize for the dissolution of redevelopment agencies effective February 1, 2012. The agency retirement plan is administered by CalPERS.
