The City of Grand Terrace provides the following services: highways and streets, cultural and recreation, public improvements, planning and zoning, building and safety, low and moderate income housing programs, and general administrative services, and contracted law enforcement and waste water services. Fire protection is provided by the San Bernardino County Fire Protection District and water service is provided by Riverside-Highland Mutual Water Company. The City operates with governmental funds and reports one major business-type fund: wastewater provided by the City of Colton. Effective July 1, 2014, the City of Colton took over the responsibility of providing wastewater collection, operation, distribution and maintenance activities on behalf of Grand Terrace users. The City does not identify any debt related to business-type activities. Redevelopment activities have been removed for all years to normalize for the dissolution of redevelopment agencies effective February 1, 2012. The agency retirement plan is administered by CalPERS.
